Gut microbes at root of severe malnutrition in kids

Jan. 30, 2013 ? A study of young twins in Malawi, in sub-Saharan Africa, finds that bacteria living in the intestine are an underlying cause of a form of severe acute childhood malnutrition.

The research, led by Washington University School of Medicine in St. Louis and reported Feb. 1 in the journal Science, shows how dysfunctional communities of gut microbes conspire with a poor diet to trigger malnutrition.

The discovery is bolstered by additional studies in mice, showing that gut microbes transplanted from malnourished children cause dramatic weight loss and alter metabolism when the animals are fed a nutrient-poor diet.

"The gut microbes of malnourished children and malnourished mice do not appear to mature along a normal, healthy trajectory," says senior author Jeffrey Gordon, MD, director of the Center for Genome Sciences & Systems Biology. "Feeding the children and the mice a high-calorie, nutrient-rich food had a temporary, beneficial effect on their gut microbes, but not enough to repair the dysfunction. Our results suggest we need to devise new strategies to repair gut microbial communities so these children can experience healthy growth and reach their full potential."

Childhood malnutrition is a common problem in Malawi, and while a poor diet clearly plays a critical role, it is not the only factor. Scientists have long puzzled over why some children are afflicted by the condition but not others, even those in the same household who eat the same foods. This has led to the realization that a lack of food alone cannot explain its causes.

The standard treatment is a peanut-based, nutrient-rich therapeutic food, which has helped to reduce deaths from the condition. But the new study shows that the therapeutic food only has a transient effect on the gut microbes. Once the therapeutic food is discontinued, the community of microbes in the intestine and their genes revert to an immature state, in the children and in the mice.

This may explain why many malnourished children gain weight when they are treated with therapeutic food but remain at high risk for stunted growth, neurological problems and even malnutrition and death after treatment is stopped, the researchers say.

The new study followed 317 sets of twins in Malawi for the first three years of their lives. During this time, half of the twin pairs remained healthy, and in the others, either one or both twins developed malnutrition. The researchers focused on children who developed a form of malnutrition called kwashiorkor. The illness is associated with swollen bellies, liver damage, skin ulcerations and loss of appetite, in addition to wasting.

The researchers were particularly interested in twin pairs in which one twin remained healthy and the other became malnourished. This occurred just as often in fraternal twins as identical twins, pointing to a factor other than human genes.

So, Gordon and his team looked to another source of genes -- the microbial genes in the gut. These genes extract nutrients and calories from the diet, synthesize vitamins and nutrients and help shape the immune system.

In Malawai, the typical diet consists of a corn-based porridge that lacks sufficient vitamins and minerals. When a child in the study became malnourished, the standard of care was to give both twins the therapeutic food to limit food sharing.

This allowed Gordon to track the gut microbes just before, during and after treatment with the therapeutic food. While the food seemed to kick start maturation of the gut microbiomes of the severely malnourished children, its benefits were only temporary. Four weeks after the therapeutic food was discontinued, the gut microbiomes of the malnourished children either failed to progress or even regressed, while those of the healthy co-twins continued to mature on a normal trajectory.

Delving deeper, the researchers transplanted the gut microbes from healthy and malnourished co-twins into groups of germ-free mice that had been raised under sterile conditions.

Mice transplanted with malnourished children's gut microbes and that ate a typical Malawian diet experienced substantial weight loss, while those that had the healthy twin's gut microbes and ate the same nutrient-deficient diet did not. And although the microbiomes of the "malnourished" mice did mature when they were fed the therapeutic food, they tended to revert to a malnourished state when the village diet was resumed.

Looking more closely, the researchers found that mice with the gut microbes transplanted from a malnourished twin carried some species of bacteria associated with human illnesses, including inflammatory bowel disease. Moreover, the combination of a nutrient-deficient diet and a malnourished microbiome altered carbohydrate and amino acid metabolism, and reduced the availability of sulfur, which may contribute to weight loss. In addition, a central metabolic pathway for extracting energy from food also was disrupted.

"These findings suggest that energy metabolism may be a bigger challenge for these children when they are exposed to a nutrient-deficient, low-calorie diet," Gordon says.

Moving forward, the researchers plan to conduct additional studies to further define the role of the gut microbes in severe malnutrition and explore ways to permanently repair the gut microbiome so sick children can overcome the long-term effects of severe malnutrition.

"There is much more work to do," Gordon says. "It may be that earlier or longer treatment with existing or next-generation therapeutic foods will enhance our ability to repair or prevent the problems associated with malnutrition.

"We are also exploring whether it is possible to supplement the therapeutic food with beneficial gut bacteria from healthy children, as a treatment to repair the gut microbiome," he explains. "We hope that these studies will provide a new way of understanding how the gut microbiome and food interact to affect the health and recovery of malnourished children."

Twitter gives user info to US 69 percent of time

23 hrs.

Twitter says it turns over user data to government agencies in the U.S. in 69 percent of the requests made for such information, according to a new transparency report released by the microblogging site.

"It's our continued hope that providing greater insights into this information helps in at least two ways: first, to raise public awareness about these invasive requests; second, to enable policy makers to make more informed decisions," writes Jeremy Kessel,?Twitter's manager of legal policy, on the site's blog Monday.?

Last year, 81 percent "of all information requests we received worldwide originated from the U.S.," Kessel said.

In 2012 in the U.S.,?there were 815 "user information requests" about 1,145 Twitter?user accounts, and for 69 percent of those requests "some or all information" was given to the agencies. The majority of the "requests" ? 60 percent ? were subpoenas, 19 percent were search warrants and 11 percent were court orders for the information.

Another 10 percent are requests are from law enforcement agencies that aren't in any of the categories above, but might be "exigent?emergency disclosure requests?and other requests received for user information without valid legal process,"?Twitter?says?in?its?transparency?report.

When?Twitter?gets?such?requests,?it?notifies?affected?users?about?them,?"unless?we're?prohibited?by?law."

And?when?requests?for?information?are?not?complied?with,?it's?because?Twitter?"may?seek?to?narrow?requests?that?are?overly?broad,"?or?fail?to?identify?a?Twitter?account.?"In?other?cases,?users?may?have?challenged?the?requests?after?we've?notified?them."

(You can see here how the U.S. stacks up against other countries when it comes to requests for Twitter user information, but no other country even comes close.)

Google, which has been doing transparency reports longer than Twitter, is comparable in terms of the user data turned over to government agencies, about 66 percent, as of Dec. 31, 2012.

This is Twitter's second transparency report. Its first was issued last July, and at that time, Kessel wrote, "We've received more government requests in the first half of 2012 ...?than in the entirety of?2011."

Twitter also shared the number of requests to take-down tweets that allegedly violate the Digital Millennium Copyright Act. There were 3,268 such requests in 2012; Twitter complied in 53 percent of the cases:

Twitter says that it "may not comply with with every request" for several reasons, including "takedown notices that fail to provide sufficient information for us to locate material on Twitter."?

The site also gets a "large number of misfiled, non-copyright complaints" through its?Web form.

"Over the course of 2012, we saw a steady increase in government requests (with a slight decline in copyright takedown notices)," Twitter said in its report, which should serve as a warning of sorts?to those using the social media site. "All signs suggest that these government inquiries will continue to climb into the foreseeable future."

Egypt protesters defy curfew after emergency rule imposed

ISMAILIA/CAIRO, Egypt (Reuters) - Thousands of Egyptian protesters ignored a curfew on Monday to take to the streets in cities along the Suez canal, defying a state of emergency imposed by Islamist President Mohamed Mursi to end days of violence that has killed at least 51 people.

One man was killed in violence late on Monday in Port Said and another was shot dead earlier in Cairo as a wave of violence raged on, unleashed last week on the eve of the two-year anniversary of the popular revolt that brought down autocrat Hosni Mubarak.

Political opponents spurned a call by Mursi for talks to try to end the violence, with main opposition groups refusing to attend a meeting.

Instead, huge crowds of protesters took to the streets in the capital Cairo, Alexandria and in the three Suez Canal cities - Port Said, Ismailia and Suez - where Mursi imposed emergency rule and a curfew on Sunday.

"Down, down with Mohamed Mursi! Down, down with the state of emergency!" crowds shouted in Ismailia in defiance of the curfew. In Cairo, flames lit up the night sky where protesters set police vehicles ablaze.

In Port Said, men attacked police stations after dark. A security source said some police and troops were injured. A medical source said one man was killed in clashes.

"The people want to bring down the regime," crowds chanted in Alexandria. "Leave means go, and don't say no!" they shouted.

The demonstrators accuse Mubarak's successor Mursi of betraying the revolution that brought down Mubarak. Mursi and his supporters accuse the protesters of seeking to overthrow the country's first ever democratically elected leader through undemocratic means.

Monday was the second anniversary of one of the bloodiest days in the revolution, which erupted on January 25, 2011 and ended Mubarak's iron rule 18 days later.

The past two years have seen the Islamists win two referendums, two parliamentary elections and a presidential vote. But that legitimacy has been challenged by an opposition that accuses Mursi of imposing a new form of authoritarianism, and punctuated by repeated waves of unrest that have prevented a return to stability in the most populous Arab state.

The army has already been deployed in Port Said and Suez and the government agreed a measure to let soldiers arrest civilians as part of the state of emergency.

A cabinet source told Reuters any trials would be in civilian courts, but the step is likely to anger protesters who accuse Mursi of using tactics like those used by Mubarak.

VOLLEYS OF TEARGAS

Propelled to the presidency in a June election by the Muslim Brotherhood, Mursi has lurched through a series of political crises and violent demonstrations while trying to shore up the economy and of prepare for a parliamentary election to cement the new democracy in a few months.

The instability unnerves Western capitals, where officials worry about the direction of a key regional player that has a peace deal with Israel. The United States condemned the deadly violence and called on Egyptian leaders to make clear violence is not acceptable. ID:nW1E8MD01C].

In Cairo on Monday, police fired volleys of teargas at stone-throwing protesters near Tahrir Square, cauldron of the anti-Mubarak uprising. Protesters stormed into the down town Semiramis Intercontinental hotel and burned two police vehicles.

A 46-year-old bystander was killed by a gunshot early on Monday, a security source said. It was not clear who fired.

"We want to bring down the regime and end the state that is run by the Muslim Brotherhood," said Ibrahim Eissa, a 26-year-old cook, protecting his face from teargas wafting towards him.

The political unrest has been exacerbated by street violence linked to death penalties imposed on soccer supporters convicted of involvement in stadium rioting in Port Said a year ago.

As part of emergency measures, a daily curfew will be imposed on the three canal cities from 9 p.m. (1900 GMT) to 6 a.m. (0400 GMT).

The president announced the measures on television on Sunday: "The protection of the nation is the responsibility of everyone. We will confront any threat to its security with force and firmness within the remit of the law," Mursi said.

His demeanor in the address infuriated his opponents, not least when he wagged a finger at the camera.

He offered condolences to families of victims. But his invitation to Islamist allies and their opponents to hold a national dialogue was spurned by the main opposition National Salvation Front coalition. Those who attended were mostly Mursi's supporters or sympathizers.

SENDING A MESSAGE

The Front rejected the offer of talks as "cosmetic and not substantive" and set conditions for any future meeting that have not been met in the past, such as forming a government of national unity. The group also demanded that Mursi declare himself responsible for the bloodshed.

"We will send a message to the Egyptian people and the president of the republic about what we think are the essentials for dialogue. If he agrees to them, we are ready for dialogue," opposition politician Mohamed ElBaradei told a news conference.

The opposition Front has distanced itself from the latest flare-ups but said Mursi should have acted far sooner to impose security measures that would have ended the violence.

"Of course we feel the president is missing the real problem on the ground, which is his own policies," Front spokesman Khaled Dawoud said after Mursi made his declaration.

Other activists said Mursi's measures to try to impose control on the turbulent streets could backfire.

"Martial law, state of emergency and army arrests of civilians are not a solution to the crisis," said Ahmed Maher of the April 6 movement that helped galvanize the 2011 uprising. "All this will do is further provoke the youth. The solution has to be a political one that addresses the roots of the problem."

Rights activists said Mursi's declaration was a backward step for Egypt, which was under emergency law for Mubarak's entire 30-year rule. His police used sweeping arrest provisions to muzzle dissent and round up opponents, including members of the Brotherhood and even Mursi himself.

Heba Morayef of Human Rights Watch in Cairo said the police, still hated by many Egyptians for their heavy-handed tactics under Mubarak, would once again have the right to arrest people "purely because they look suspicious", undermining efforts to create a more efficient and respected police force.

"It is a classic knee-jerk reaction to think the emergency law will help bring security," she said. "It gives so much discretion to the Ministry of Interior that it ends up causing more abuse, which in turn causes more anger."

UFC on Fox 6 results: Demetrious Johnson retains title, ?Rampage? loses in Octagon finale

CHICAGO -- The UFC's stop in the Windy City had two great knockouts, a champion holding onto his belt, and the last fight of a one-time champ.

Despite a strong start by John Dodson, Demetrious Johnson held onto his championship belt with a unanimous decision. The judges saw it 48-47, 49-46, 48-47 for Johnson.

Unsurprisingly, Johnson and Dodson fought a fast-paced first two rounds. Johnson tried to slow things down in the first round with a takedown. While he did get Dodson to to the ground, the challenger popped back to his feet quickly.

Dodson dropped Johnson twice in the second round, and shook off Johnson's take down attempts with a great sprawl. Johnson seemed to have a hard time even getting close to Dodson to land a punch.

[Related: T.J. Grant and Ryan Bader shine at UFC on Fox 6]

A Johnson knee in the fourth round caused a small fight stoppage. Dodson's hand was on the ground as Johnson threw a knee to Dodson's head, which is an illegal strike. The bout was stopped as doctors checked Dodson's eye and Johnson was warned. The fight went on, but not without plenty of boos from the crowd in Chicago.

When the fight restarted, it was all Johnson. He controlled Dodson against the cage, and threw knees that busted up Dodson's face. Johnson was able to get a takedown at the beginning of the fifth round, too. Though boos rained down, Johnson kept the fight against the cage.

Later, the crowd got behind him as Johnson elevated, tightened his legs around Dodson's torso and threw elbows. It was a creative move that likely could only happen in the flyweight division. Johnson finished the round with Dodson against the cage, and knee after knee after knee to the body and face.

Quinton 'Rampage' Jackson vs. Glover Teixeira

If this really was Quinton "Rampage" Jackson's last fight in the UFC, it wasn't one to remember. He was outstruck and outwrestled by Glover Teixeira throughout their bout. Teixeira took the fight 30-27, 30-27, 29-28 on the judges' cards.

Teixeira's first round was his best, as he was able to take Jackson down early and mount him and take his back. Late in the round, Teixeira knocked Jackson down with a punch and looked close to finishing, but wasn't able to end the fight.

The rest of the fight featured a worn out Jackson trying to avoid Teixeira's takedown attempts unsuccessfully. Jackson threw some big punches, and even jawed at Teixeira during the bout, but he wasn't able to score any big offense.

While this fight will be remembered for being Jackson's last UFC bout, Teixeira scored his third straight UFC win on Saturday night. He looked impressive against the former champ.

Anthony Pettis vs. Donald Cerrone

Anthony Pettis won his much anticipated bout with Donald Cerrone by landing big, memorable strikes. Pettis was getting the better of their striking exchanges early, which set him up for a big finish. Pettis threw a kick that landed hard on Cerrone's body, then finished with a punch. Cerrone fell to the ground in a heap, and the fight was stopped at 2:35 in the first round.

Pettis lost his first fight in the UFC after coming from the WEC as the champ, but he's been winning ever since. He has wins over Joe Lauzon, Jeremy Stephens and now Cerrone. After the fight, he made a pitch to UFC president Dana White.

"I want my title shot. I should have had it years ago. People say I can?t wrestle because of the Guida fight, but I had a serious shoulder injury. Now I am 100 percent. No one can do in the Octagon what I can do."

While lightweight champion Benson Henderson has a fight set up with Gilbert Melendez, a shot for Pettis isn't unwarranted. It would be a rematch of their WEC title fight, which Pettis won in the promotion's final fight.

Ricardo Lamas vs. Erik Koch

Lamas won the first round by constantly pressuring Koch against the cage. It wasn't exactly the most thrilling round to have start a card on network television, but it led to a thrilling second round. Lamas took advantage of Koch's slip, and then finished the fight with nasty, nasty ground and pound. Lamas started with elbows, then started with strikes that cut open Koch's face. Koch had no answer for Lamas' relentless strikes, and the bout was stopped at 2:32 in the second round.

Lamas thought his performance warranted a title shot.

"I?ve beat Cub Swanson, I?ve beat Hioki and now I?ve beat Koch. All those guys were supposed to be fighting for the title at one point. I beat them all. We?re all here to be world champ and I am no different. I want the winner of Aldo vs Edgar next week. I don?t care who wins, I want the winner."

Leftist ex-PM Zeman wins Czech presidential election

PRAGUE (Reuters) - Leftist former prime minister Milos Zeman won the Czech Republic's first direct presidential election on Saturday, beating a conservative opponent he had accused of favoring foreign interests in a bitter campaign.

Zeman, a 68-year-old who favors more integration within the European Union, won by 54.8 to 45.2 percent over Foreign Minister Karel Schwarzenberg, results from 99.9 percent of voting districts showed.

Economic forecaster Zeman, a Communist Party member before the Soviet invasion of Czechoslovakia in 1968, will steer Czechs closer to Europe's mainstream.

The anti-EU rhetoric of outgoing President Vaclav Klaus, who succeeded late playwright Vaclav Havel, has pushed the country towards the margins of the 27-member bloc.

Czech presidents do not wield much day-to-day power but represent the country abroad and appoint prime ministers, central bankers and judges.

Zeman said he wants to overcome divisions provoked by the election in the central European country of 10.5 million people. The final stage of the campaign was marked by doubts cast on the national loyalties of Schwarzenberg, a prince from a centuries-old aristocratic family who lived much of his life in Austria.

Zeman promised to tackle graft, an issue which has dominated political debate for years.

"I want to be president of the bottom 10 million. These include voters of Milos Zeman as well as Karel Schwarzenberg. I do not want to be president of mafias that act as parasites on this society," Zeman said.

Zeman served as Social Democrat prime minister in 1998-2002 under a power-sharing deal with Klaus's right-wing party that critics saw as a breeding ground for corruption.

Schwarzenberg conceded defeat and congratulated Zeman, but relations between the centre-right cabinet and new president may be strained.

Zeman, who has a folksy manner and a well-advertised appetite for sausages and alcohol, appeals to poorer and rural voters, unlike the government, which has raised taxes, cut social benefits and suffered several corruption scandals.

During his premiership, Zeman was credited with privatizing the main banks and attracting foreign investment. Opponents criticize his friendship with former communist officials and businessmen with links to Russia.

Previously, Czech presidents were elected by parliamentary votes that involved a lot of back-room dealing, which led to popular demand for a constitutional change approved last year.

GHOSTS OF THE PAST

The finale of the campaign was marked by appeals to nationalism, unusual for the Czech Republic, whose biggest trading partner is Germany.

Zeman accused Schwarzenberg of backing the cause of some three million ethnic Germans, known as Sudeten Germans, who were expelled from then-Czechoslovakia after World War Two.

Schwarzenberg has said that in today's world, the expulsion could be seen as a war crime, but denied allegations he would open the door for demands to return confiscated property.

Klaus backed Zeman in the vote, saying he wanted a president who had lived in the country all his life, unlike Schwarzenberg, whose family has large land holdings in Austria where he lived in exile during the 1948-1989 communist rule.

Schwarzenberg said the election was won by lies.

"The difference of 10 percentage points was the result of this kind of campaign," he said. "It is impossible to defend against certain type of bad-mouthing."

(AP) ? President Barack Obama's emphatic gay-rights advocacy in his inaugural address thrilled many activists. Yet almost immediately came the questions and exhortations as to what steps should be taken next.

"I was very moved," said Jon Davidson, legal director of the gay-rights group Lambda Legal. "But there's a lot more to do in the four years to come. ... It's not like everything is fine."

Items on the activists' wish list include appointment of America's first openly gay Cabinet member, steps to curtail unequal treatment of same-sex couples in the military and an executive order barring federal contractors from workplace discrimination on the basis of sexual orientation.

The paramount priority for many, however, is same-sex marriage. Never before Monday had an inaugural address conveyed support for marriage equality, and activists now hope the Obama administration will take concrete steps to follow up, including escalated engagement in pending Supreme Court cases.

"Why wouldn't they decide to stand on the right side of history?" Davidson asked.

Obama broached the broader issues in his speech by classifying the Stonewall gay-rights riots of 1969 as a civil rights milestone on par with those in the struggles on behalf of blacks and women.

Then, alluding to marriage, he said, "Our journey is not complete until our gay brothers and sisters are treated like anyone else under the law, for if we are truly created equal, then surely the love we commit to one another must be equal as well."

Richard Socarides, a former Clinton White House adviser on gay rights, termed the address "perhaps the most important gay-rights speech in American history."

Among Obama's in-person audience were the Supreme Court justices who will be hearing oral arguments in March on two same-sex marriage cases. They will be considering both California's constitutional ban on gay marriage and provisions of the 1996 Defense of Marriage Act denying federal recognition to same-sex marriages, which are now legal in nine states and the District of Columbia.

The Obama administration already has said those DOMA provisions are unconstitutional and is no longer defending them, leaving that task to a legal team hired by Republicans in the House.

Gay-rights activists say the Justice Department could take further steps in that case, notably by filing papers with the high court aimed at placing an even higher burden on DOMA's defenders to justify the government's unequal treatment of same-sex couples.

Activists also hope the administration will file a friend-of-the-court brief in the California case, joining with those who argue that the 2008 Proposition 8 ballot measure banning gay marriage in the state violated constitutional guarantees of equal protection.

Fred Sainz of the Human Rights Campaign, a national gay-rights group, said filing such a brief would be a "natural extension of the inaugural remarks," which he depicted as "an incredibly eloquent equal-protection argument."

Political repercussions will probably be discussed further before the White House makes a final decision on the Supreme Court cases, Sainz said. But he suggested the administration had realized ? after Obama's re-election ? that advocating for same-sex marriage is "both morally right and politically right."

Obama has long portrayed himself as a gay-rights supporter and played a key role in ending the "don't ask, don't tell" policy in 2011 so gays could serve openly in the military. But only last year, after what he described as a process of "evolving," did Obama come out publicly in favor of gay marriage, and even now legally married gay couples in the military are denied some important benefits accorded to heterosexual married couples.

On Tuesday, the White House directed to the Justice Department questions about whether the administration would file a friend-of-the-court brief in the Proposition 8 case. The department declined to comment.

Meanwhile, the defenders of Prop 8 filed their opening brief with the Supreme Court on Tuesday, arguing that the justices should allow public and political debate over same-sex marriage to continue rather than impose a judicial solution.

Other opponents of same-sex marriage took note of Obama's inaugural remarks, in some cases with alarm and anger.

"Their implications are morally devastating for the definition of marriage," wrote Denny Burk, a professor of biblical studies at the undergraduate arm of the Southern Baptist Theological Seminary in Louisville, Ky. Burk, in a blog posting, contended that Obama's rationale for legalizing marriage for gays could be extended to polygamists as well.

Brian Brown of the National Organization for Marriage, which has campaigned against same-sex marriage in many states, criticized Obama's decision to raise the topic in his address.

"A presidential inauguration should be a time for the nation to come together," Brown said. "Instead President Obama chose to voice his support for a radical agenda advanced by some of his biggest campaign contributors to redefine marriage for everyone."

Car Insurance Brokers ? Bnr.Co

Vehicle insurance coverage brokers play a very crucial role in creating up a link among the consumers and the underwriting insurers. In performing this function, they have to in addition attend other areas skillfully, like, interacting with the consumers and the insurance coverage organizations. However, while placing the motor insurance coverage danger and property below coverage, they should treat it different from other kinds of insurances, in which the danger element is lower.

Automobile insurance coverage brokers must have full knowledge about the various types of coverage, in relation to the standard vehicle and industrial auto insurance coverage policies that are obtainable in the industry. He should be adept and effectively-versed with numerous policies and the prices provided by both well-identified insurance businesses as nicely as underwriters. These brokers often volunteer to partake as third parties for the clientele, than to restrict themselves by merely acquiring and supplying insurance policies. A very good instance of the element of car insurance policies that are handled by the brokers are commercial fleet auto policies grouped with personal ones.

Numerous acclaimed car insurance brokers, on an international level, are of the opinion that personal auto insurance coverage policies are simply devoid of any profit returns for prolonged and ongoing enterprise. This is mostly why the local and provincial brokers, in association with specialist sub brokers have become engaged with these sort of policies. This form of service is not at all empty of profit, as most individuals may well believe. The brokers get amply rewarded by the involved insurance organizations, with extravagant amounts.

Nonetheless, the insurance market has noticed a big section of vehicle insurance coverage brokers obtaining engaged in direct dealing account. This is a various type of dealing, in which the brokers act as a bridge among the sub brokers and underwriters, influencing the former to sign a mutual agreement, quite spiritedly, with the underwriters. Whatsoever, the primary broker in no way gets ripped off his complete liberty to get hold of the accounts. The commission earned gets successfully distributed between the two parties.

With the surfacing of the Net, the functions of car insurance coverage brokers have undergone a radical modify. Based on quotation methodology, the positions of agents have been largely superseded by the totally free web sites providing services of insurance quotes comparison. Nonetheless, in spite of the technological progression, some brokers have, till date, effectively managed a robust hold on their position by effectively adapting to the new facet of engineering.

Can your boss fire you for expressing your opinion?

Is a human resources official, who voiced opinions about gays that contradict her employer?s views, protected from being fired by the First Amendment?

Courtroom,_United_States_CourthouseThat?s the issue that a circuit court had to decide in December after Crystal Dixon wrote a letter to the op-ed section of the Toledo Free Press.

At the time, Dixon was associate vice president for human resources at the University of Toledo.

?As a black woman who happens to be an alumnus of the University of Toledo?s Graduate School, an employee and business owner, I take great umbrage at the notion that those choosing the homosexual lifestyle are ?civil rights victims.? Here?s why. I cannot wake up tomorrow and not be a black woman ? Daily, thousands of homosexuals make a life decision to leave the gay lifestyle evidenced by the growing population of PFOX (Parents and Friends of Ex Gays) and Exodus International just to name a few,? she said.

Shortly thereafter, Dixon was fired from her job for expressing that opinion, even though she told the university that her personal views didn?t affect her job performance or prevent her from hiring openly gay employees.

Dixon sued the University of Toledo, a public institution, for retaliation in violation of her First Amendment rights. It is clear that she expressed an opinion. It is clear that the issue of civil rights and to whom they should extend is a matter of public concern.

It is also clear that in her position with the University of Toledo, she was responsible for implementing hiring and diversity policies.

How should the court decide this matter? Did the University violate Dixon?s right to freedom of speech as a private citizen expressing her opinion? Or did the University act correctly by terminating an employee who expressed an opinion that contradicts university policies, some of which were her direct responsibility to implement?

Asked another way, is the ?speech of a high-level Human Resources official who writes publicly against the very policies that her government employer charges her with creating, promoting, and enforcing? protected (Dixon v. Univ. of Toledo et al.)?

The court found that her speech is not protected by the First Amendment. Why? Because the court found that while she did not specifically state that gay students are not entitled to protection of the university?s diversity policies, she did express a belief that the status of homosexual individuals should not be considered a matter of civil rights, despite the fact that the university explicitly provides civil rights benefits through its policies.

By writing what she wrote, she expressly and publicly contradicted the policies that were her duty to administer. She was not, therefore, protected by the First Amendment. Do you think the Sixth Circuit decided the case correctly? Should her duty of loyalty trump her rights under the First Amendment? We?d love to hear your thoughts.

Obama sworn in at low-key White House ceremony

WASHINGTON (Reuters) - President Barack Obama took the official oath for his second term on Sunday at the White House in a small, private ceremony that set a more subdued tone compared to the historic start of his presidency four years ago.

Gathered with his family in the Blue Room on the White House's ceremonial main floor, Obama put his hand on a family Bible and recited the 35-word oath that was read out loud by U.S. Chief Justice John Roberts.

"I did it," Obama said as he hugged his wife, Michelle, and daughters Sasha and Malia. "Thank you, sweetie," he told Michelle when she congratulated him. "You didn't mess up," Sasha Obama told her father.

It was a low-key start to the first African-American U.S. president's second term, which is likely to be dominated - at least at the start - by budget fights with Republicans and attempts to reform gun control and immigration laws.

Obama, 51, will be sworn in publicly on Monday outside the West Front of the Capitol overlooking the National Mall in front of as many as 800,000 people, a much bigger ceremony replete with a major address and a parade.

Sunday's ceremony, shown live on television, was needed because the U.S. Constitution mandates that the president take office on January 20. Planners opted to go with a private ceremony on the actual date and then hold the ceremonial inaugural activities the next day.

By Monday, Obama will have been sworn in four times, two for each term, putting him equal to Franklin Roosevelt, who served four terms. A second Obama swearing-in was deemed necessary in 2009 when Roberts flubbed the first one. On Sunday, Roberts read the oath carefully from a card and there were no mistakes.

Obama, who won a second four years on November 6 by defeating Republican Mitt Romney after a bitter campaign, opens round two facing many of the same problems that dogged his first term: persistently high unemployment, crushing government debt and a deep partisan divide over how to solve the issues.

This has taken some of the euphoria out of his second inauguration, but he got a boost at a rousing service at Metropolitan African Methodist Episcopal Church in downtown Washington where he and Michelle, who is sporting a new hair style featuring bangs, clapped and swayed to gospel music.

"Forward, forward," shouted Reverend Ronald Braxton to his congregation, echoing an Obama election campaign slogan.

Early Sunday morning, Vice President Joe Biden was sworn in by Supreme Court Justice Sonia Sotomayor, making her the first Hispanic judge to administer an oath of office for one of the nation's two highest offices.

Obama and Biden then joined forces to lay a wreath of flowers at the Tomb of the Unknowns at Arlington National Cemetery in a solemn remembrance of those killed in the line of duty.

Biden's family, about 120 guests and a few reporters witnessed the private swearing-in ceremony in the main foyer of his Naval Observatory residence. Biden used a Bible with a Celtic cross on the cover that has been in his family since 1893.

The audience for Monday's ceremony is not expected to be as big as in 2009 when a record 1.8 million people crammed into the National Mall to witness the swearing-in. Turnout is projected at 600,000 to 800,000, with millions more watching on television.

INAUGURAL ADDRESS IS CENTERPIECE

Obama's Inauguration Day speech will set the tone for the start of his second term and gives him a chance to lay out his vision on where he would like to lead the country. He has been drafting the speech on yellow legal pads and working with his speechwriters.

After his tumultuous first term during which he achieved an overhaul of the U.S. healthcare system, his second term opens in the midst of a feud with congressional Republicans over taxes and spending.

His top policy goals for the first year, so far, include tightening gun regulations in response to the massacre of 20 children and six adults at a Connecticut elementary school a month ago. Obama is also seeking an overhaul of immigration laws and tax reform.

Abroad, he is facing a challenge from a resurgence of Islamist extremists in North Africa exemplified by the recent hostage-taking that turned deadly at an oil facility in Algeria. He is also winding down the war in Afghanistan and dealing with Iran's nuclear ambitions.

Obama will save specific policy proposals for his annual State of the Union speech before Congress on February 12.

In his inaugural address, Obama is expected to talk about the need for political compromise where possible, a reminder of the intense battles in his first term that led to paralysis and dysfunction in Washington.

"It'd be great if the inauguration were a unifying moment - though I honestly can't say it will be. But just maybe for a day they can bury the hatchet and celebrate an important day for American democracy," said Brian Hurley, 57, a local salesman, as he guided an out-of-town visitor outside the White House gates.

With the public ceremony falling on the national holiday honoring slain civil rights leader Martin Luther King Jr., Obama will also have a chance to draw historic parallels. While taking the oath on Monday, he will place his left hand on two Bibles - one once owned by Abraham Lincoln and other by King.

The Obamas will attend two official inaugural balls - compared to the 10 that were held in 2009.

Syria: Twin suicide blasts hit south of Damascus

(AP) ? Two car bombs exploded in southern Syria and a rocket slammed into a building in the north in a spike in civil war violence Friday that Syrian state media blamed on rebel fighters trying to topple President Bashar Assad.

The rocket attack in the northern city of Aleppo and the suicide car bombings in Daraa, south of Damascus, occurred during a particularly bloody week nearly two years after an uprising began against Assad's regime. On Thursday, opposition activists said pro-government militia swept through a town in central Syria, torching houses and killing more than 100 people.

Both sides have been blaming each other for the recent attacks, and it was the second time in a week that the government accused rebels of firing rockets.

The state-run SANA news agency said the morning attack in Aleppo was carried out by terrorists, a term the regime uses for rebels. But the Local Coordination Committees of Syria, an activist group, and the Aleppo Media Center, a network of anti-regime activists, accused the government of launching an airstrike.

On Tuesday, 87 people were killed in twin blasts at Aleppo University. The regime said rebels hit the university with rockets. Rebels said the deaths resulted from regime airstrikes.

Syria's state-run TV claimed that shortly after the rocket hit the building in Aleppo, militants linked to an al-Qaida group detonated cars filled with explosives near a mosque in Daraa as worshippers were leaving following Friday prayers.

Video broadcast on Syrian state TV showed several floors of the targeted building collapsed in a government-controlled area of Aleppo, Syria's largest urban center and main commercial hub. The video showed a man carrying a baby out of the damaged building and another man was seen clutching his head as blood ran down his forehead. Residents were also seen looking for people buried in the rubble. At least one injured person on a stretcher was seen being carried away in a Red Crescent ambulance.

State TV reports said both attacks caused many casualties, but it was not immediately known how many people were killed or wounded in the two cities ? both major fronts in the civil war.

Government troops and rebels have been locked in a deadly stalemate in Aleppo and other areas in the north since last summer. Six months later, the rebels hold large parts of the city. Still, they have been unable to overcome the regime's far superior firepower.

With the two sides deadlocked on the northern front, rebels have increasingly targeted state security facilities and government institutions in other parts of the country, including in the capital, Damascus. Suicide attacks have been a hallmark of the Islamic rebel units that have been fighting alongside other opposition fighters.

State TV said fighters with Jabhat al-Nusra, a group the U.S. has declared a terrorist organization, were behind the twin blasts in Daraa.

Daraa is the birthplace of the revolt that erupted in March 2011. It began as peaceful protests against Assad's rule but quickly turned into a civil war after a brutal government crackdown on dissent More than 60,000 people have been killed in the violence, according to a recent United Nation's estimate.

Also on Friday, fighting between Syrian rebels and Assad's loyalists flared in a Palestinian refugee camp in Damascus, killing 12 people and wounding at least 20 others, a U.N. refugee agency said. Children were among the casualties, according to a statement issued by the U.N. Relief and Works Agency. The agency called on both sides to "pull back from civilian areas, including refugee camps."

The Palestinian camp called Yarmouk has been the scene of heavy clashes between rebels and regime loyalists since mid-December, when opposition fighters moved into the camp during an attempt to storm the capital.

About half of Yarmouk's 150,000 residents have fled since fighting erupted in mid-December, according to UNRWA, which administers Palestinian camps in the Middle East. Some sought refuge in neighboring Lebanon, and others found shelter in UNRWA schools in Damascus and other Syrian cities.

Dozens have been killed in the fighting, although the United Nations did not provide an exact figure of casualties in Yarmouk violence, which has included airstrikes and artillery shelling from the Syrian military.

Arthur Schirmer, Pennsylvania Pastor Accused Of Murdering 2 Wives, Testifies In Own Defense

STROUDSBURG, Pa. ? A retired Pennsylvania pastor charged with killing his wife has acknowledged cheating on her and lying about it.

But Arthur Schirmer insists he is telling the truth about how his spouse Betty died in a car crash.

Schirmer spent about two hours testifying in his own defense on Friday in Monroe County Court.

He is charged with homicide in the 2008 death of Betty Schirmer. He is charged separately in the 1999 death of his first wife, Jewel.

Prosecutors say he bludgeoned both women and staged their deaths to look like accidents. Schirmer has pleaded not guilty in both cases.

Court has adjourned for the weekend. Closing statements are set for Tuesday.

THIS IS A BREAKING NEWS UPDATE. Check back soon for further information. AP's earlier story is below.

A retired Pennsylvania pastor accused of killing his second wife testified in his own defense Friday, describing her death as the result of a car accident that left him feeling alone, lost and scared.

Arthur Schirmer, 64, appeared calm and showed little emotion in Monroe County Court as he talked about the 2008 crash that he said happened after he swerved to avoid a deer.

Prosecutors contend Schirmer staged the accident after fatally bludgeoning his wife, Betty, and have charged him with homicide. He has pleaded not guilty.

Schirmer testified that he felt "alone, lost, scared, scared, scared" while at the hospital with his gravely injured spouse. Removing Betty Schirmer from life support after the crash was an extremely difficult decision, he said.

"It was agonizing, really, because you want her to live," Schirmer said. "We wanted her to live. It was just a very agonizing decision."

Schirmer, an associate pastor at Reeders United Methodist Church when Betty died, is also awaiting trial in Lebanon County on charges he bludgeoned his first wife, Jewel, in 1999. He has also pleaded not guilty in that case.

On Friday, he testified that he found Jewel dead at the bottom of the basement staircase when he came home from a jog. She had been vacuuming dog hair from the steps, he said.

Schirmer spent about an hour on the stand Friday morning. He had not yet been cross-examined by prosecutors.

A forensic pathologist and blood evidence expert who testified on Thursday for the defense said Betty Schirmer's injuries were consistent with Schirmer's car crash account.

But a different forensic pathologist told jurors last week that each wife suffered strikingly similar head and brain injuries consistent with a beating.
